Good to keep in mind indeed that the EU has leverage. But you need to have the will to use it too. And in that regard, I think Trump sees European weakness because of mixed messaging from 27 Member States and ones like Italy and Germany mostly saying they want to deescalate áfter Trump escalates first. Like Trump said, 'I think Germany would like to make a deal, but they can't'

Second, I think with rare earth elements + the willingness to retaliate/escalate, China simply had more cards to play ánd wanted to use them

Interesting take highlighting the critical damage that tariff on imported inputs inflict on domestic producers. However, if my understanding is correct, after the Trump climbdown tariffs on Chinese imports remain higher by 10% than their ‘Liberation day’ level (since ‘only’ 115% of the 125% extra retaliatory rise was cancelled). This would suggest that if the EU played the same game as China it would end up with higher tariffs than under the Trump letter, whereas at the current level of tariff European exporters have been given an edge of about 15% relative to their Chinese competitors in the US market.
